EPR number in the EU: what it is and where you get it in each country

A marketplace or a buyer asks for your EPR number, and you do not know which number that is.

The short answer

There is no EU-wide EPR number. Each country's register issues its own, per stream: LUCID in Germany for packaging, an IDU in France, a ministry number in Spain. Register in the buyer's country, then give the number to marketplaces.

The short answer

An EPR number is the registration number that an EU country's producer register issues once you are registered there as a producer. No EU-wide number exists: packaging (PPWR Art. 44(2)Regulation (EU) 2025/40, Packaging and Packaging Waste RegulationArticle 44, paragraph 2Click opens the article on EUR-Lex.), electrical equipment (WEEE Art. 16(1)Directive 2012/19/EU, Waste Electrical and Electronic Equipment DirectiveArticle 16, paragraph 1Click opens the article on EUR-Lex.), batteries (Batteries Regulation Art. 55(2)Regulation (EU) 2023/1542, Batteries RegulationArticle 55, paragraph 2Click opens the article on EUR-Lex.) and textiles (Dir. 2025/1892 Art. 22b(2)Directive 2008/98/EC on waste, as amended by Directive (EU) 2025/1892 (textiles and footwear)Article 22b, paragraph 2Click opens the article on EUR-Lex.) each register you in each country. Under the PPWR, applicable since 12 August 2026 (Art. 71Regulation (EU) 2025/40, Packaging and Packaging Waste RegulationArticle 71Click opens the article on EUR-Lex.), the authority grants the registration and a number within 12 weeks of a complete application (Art. 44(11)(b)Regulation (EU) 2025/40, Packaging and Packaging Waste RegulationArticle 44, paragraph 11, point (b)Click opens the article on EUR-Lex.), and a marketplace must obtain the number before you sell packaged goods (Art. 45(4)Regulation (EU) 2025/40, Packaging and Packaging Waste RegulationArticle 45, paragraph 4Click opens the article on EUR-Lex.). The format is national. In Germany the packaging number is the LUCID number, "DE" and 13 digits, from the ZSVR; electrical equipment and batteries have a WEEE-Reg.-Nr. and a Batt-Reg.-Nr. from stiftung ear. In France it is the identifiant unique (IDU), one per scheme, which ADEME issues through the producer responsibility organisation you join (ADEME names Code de l'environnement L. 541-10-13). In Spain packaging has a number from the Ministry for the Ecological Transition in the form ENV/year/nine digits, and electrical equipment and batteries a number from the Registro Integrado Industrial. Where the number must appear is set country by country: on every offer and invoice for electrical equipment in Germany (ElektroG § 6(3)), in the general conditions of sale and on the website in France (R. 541-173), on invoices in Spain. A German LUCID number is valid in Germany only.

An EPR number is the registration number that an EU country’s producer register gives you once you are registered there as a producer. There is no EU-wide one. Packaging, electrical equipment, batteries and textiles each register you country by country (Art. 44(2)Regulation (EU) 2025/40, Packaging and Packaging Waste RegulationArticle 44, paragraph 2Click opens the article on EUR-Lex., Art. 16(1)Directive 2012/19/EU, Waste Electrical and Electronic Equipment DirectiveArticle 16, paragraph 1Click opens the article on EUR-Lex., Art. 55(2)Regulation (EU) 2023/1542, Batteries RegulationArticle 55, paragraph 2Click opens the article on EUR-Lex., Art. 22b(2)Directive 2008/98/EC on waste, as amended by Directive (EU) 2025/1892 (textiles and footwear)Article 22b, paragraph 2Click opens the article on EUR-Lex.). So you hold one number for each country and each stream you ship into, and the register that issues it, and what it looks like, differ by country.

What you do:

  1. List the countries you ship into and, for each, the streams: packaged goods, electrical or electronic equipment, and batteries, which includes a battery built into a product (Art. 55(2)Regulation (EU) 2023/1542, Batteries RegulationArticle 55, paragraph 2Click opens the article on EUR-Lex.). Each combination has its own number. The table below names the register for Germany, France and Spain; the packaging register of any other EU country is listed by the EUNR network.
  2. Appoint a representative first where the country asks for one. In Germany and Spain registration depends on it. Germany does not finish a LUCID registration for a producer with no German branch without the representative’s details, and stiftung ear registers a producer from abroad only through a German representative (ZSVR, stiftung ear). In Spain the representative registers a packaging producer from abroad (MITECO). In France a producer not established there must designate one by written mandate, unless a marketplace established in France meets your producer duties for the product (L. 541-10-9-1, loi n° 2026-602 du 8 juillet 2026). The roles are on packaging EPR and EPR in the EU.
  3. Apply at the register in the table and keep the number it issues. A new packaging registration in Germany gives you the number as soon as you complete it. In France you do not apply to ADEME: the organisation you join registers you and passes you the number, unless you run an approved individual system (ZSVR, ADEME).
  4. Give the number to each marketplace and fulfilment service provider. The packaging rule names the number for the buyer’s country (Art. 45(4)Regulation (EU) 2025/40, Packaging and Packaging Waste RegulationArticle 45, paragraph 4Click opens the article on EUR-Lex., Art. 45(7)Regulation (EU) 2025/40, Packaging and Packaging Waste RegulationArticle 45, paragraph 7Click opens the article on EUR-Lex., Art. 62(6)Regulation (EU) 2023/1542, Batteries RegulationArticle 62, paragraph 6Click opens the article on EUR-Lex.).
  5. Show it where the country requires it. The section on where the number goes sets that out, country by country.

Without the number you may not make packaging or batteries available in that country (Art. 44(4)Regulation (EU) 2025/40, Packaging and Packaging Waste RegulationArticle 44, paragraph 4Click opens the article on EUR-Lex., Art. 55(2)Regulation (EU) 2023/1542, Batteries RegulationArticle 55, paragraph 2Click opens the article on EUR-Lex.), and a marketplace may not let you sell packaged goods or batteries to consumers there (Art. 45(4)Regulation (EU) 2025/40, Packaging and Packaging Waste RegulationArticle 45, paragraph 4Click opens the article on EUR-Lex., Art. 62(6)Regulation (EU) 2023/1542, Batteries RegulationArticle 62, paragraph 6Click opens the article on EUR-Lex.). Each country sets the fines. In France a missing IDU, or one left off the mandatory mentions, can cost up to EUR 30,000 (Service Public). In Germany not registering packaging, or making it available without being registered, can cost up to EUR 100,000, and leaving the registration number off an electrical offer or invoice up to the same (§ 66(1) no. 1, no. 8, § 66(3) VerpackDG, § 45(1) no. 5, § 45(2) ElektroG).

The register that issues your number depends on the country and the stream

One IDU covers one scheme, so a French producer of packaged electrical goods holds one for packaging and one for electrical equipment (ADEME).

Germany issues one number per register: LUCID for packaging, stiftung ear for electrical goods and batteries

For packaging the number is the LUCID registration number. The ZSVR confirms the registration and tells you the number, and publishes the registered producers with their numbers (§ 6(3), § 6(4) VerpackDG). You get it as you finish registering: “DE” followed by 13 digits, stated in the confirmation you receive by e-mail and on your LUCID dashboard (ZSVR). Have your VAT number, taxpayer reference number and national identification number ready, plus the details of your representative if you have no branch in Germany (ZSVR). Nobody else can register you in LUCID, your representative included (§ 5(1), § 5(2) VerpackDG).

Electrical equipment and batteries are not in LUCID. They are registered by stiftung ear. After you apply in the ear-Portal, the registration order by e-mail carries your WEEE-Reg.-Nr. DE for electrical equipment (stiftung ear), and your Batt-Reg.-Nr. DE for batteries (stiftung ear). For batteries the law names the Umweltbundesamt as the competent authority and lets it entrust the common body, which is stiftung ear, with the registration (§ 30, § 37(1) BattDG). Registration is by brand and type of equipment, and for batteries by brand and category. A battery registration is not granted until you take part in a producer responsibility organisation and enter the number it gives you, its OfH number (stiftung ear).

A producer that first has to register under the PPWR and was not already obliged under the old Verpackungsgesetz had to be registered by (§ 68(2) VerpackDG). Anyone registered under the old law counts as registered under the new one, with changes due by .

  • ZSVR: “The EPR (extended producer responsibility) number for packaging under the Verpackungsrecht-Durchführungsgesetz (German Packaging Law Implementation Act – VerpackDG) in Germany is the LUCID registration number.” (ZSVR)
  • ZSVR on the other registers: the LUCID number “applies exclusively to the LUCID Packaging Register” and cannot be used in other countries or for the EAR register, which is stiftung ear’s.
September 2026 registrieren.” Unofficial translation: producers that are obliged to register under § 6(1), first sentence, for the first time and were not already obliged under § 9 of the Verpackungsgesetz as it read until must register by .
  • A platform checks the number in the public register of producers, which is updated once a day. A producer that verified on the marketplace right after registering may not be visible yet, and the ZSVR says it cannot tell why a marketplace does not accept a number (ZSVR).

France issues one IDU per scheme, through the organisation you join

The French number is the identifiant unique, the IDU. Since 1 January 2022 each producer under a producer responsibility scheme needs one for each scheme. ADEME issues it and it shows that you are registered in SYDEREP, the reporting tool of the schemes (ADEME). ADEME ties the rule to Article L. 541-10-13 of the Environment Code. The IDU covers each scheme in ADEME’s list, including packaging (EMPAP), electrical equipment (EEE), batteries (BAT) and clothing, household linen and footwear (TLC) (ADEME list).

You do not apply for it yourself. When you join a producer responsibility organisation (an éco-organisme), it registers you in SYDEREP and sends you the IDU, and ADEME says you cannot register individually. A producer with its own approved individual system receives it from ADEME. The organisation asks for your company name and, for a company abroad, your intra-Community VAT number or, if you have none, the identity numbers of Article R. 123-221 of the Commercial Code or the registration number with the tax authority of your country of residence (ADEME). Your mandataire, required under loi n° 2026-602 du 8 juillet 2026 unless a marketplace established in France meets your duties, still needs these details to obtain the IDU.

A marketplace selling into France has a stake of its own in your IDU. It counts as the producer for the quantities it puts on the market for third parties, unless it holds proof that they have fulfilled their duties, which means a valid IDU for each scheme (ADEME). What to type in each field of the French form, when you have no SIRET, is on EPR registration number in France.

Unofficial translation: since 1 January 2022 each producer subject to an EPR scheme must hold one unique identifier (IDU) per scheme concerned. Issued by ADEME, it attests your registration in the reporting tool SYDEREP.
  • ADEME, on collective systems: “Vous ne pouvez pas vous inscrire individuellement.” Unofficial translation: you cannot register individually.
  • Law no. 2026-602 of 8 July 2026, Article 5, inserting L. 541-10-9-1: a person not established in France that is subject to extended producer responsibility “désigne, par mandat écrit, une personne physique ou morale établie en France en tant que mandataire”. Unofficial translation: designates, by written mandate, a natural or legal person established in France as representative. The mandate is deemed met for products for which a marketplace established in France meets the producer duties. The text is from Ineris’s copy of the law, which gives its publication as Journal officiel no. 159 of 9 July 2026 (AIDA).
  • ADEME lets you search any producer by company name, SIRET or IDU (ADEME search). Service Public describes the register a marketplace keeps: it must hold the third party’s identification and either its own IDU or the manufacturer’s IDU, to be treated as not the producer (Service Public).
  • An IDU can be withdrawn: for a collective system only at the initiative of the organisation, and it takes effect if you have not joined another. A withdrawal exposes you to the penalties of Article L. 541-9-5 (ADEME).

Spain issues a packaging number from the Ministry and an industrial-register number for electrical goods and batteries

Packaging has its own register: the packaging section of the Registro de Productores de Producto, run by MITECO. The producer or its representative applies online. After the application is signed, the procedure assigns a registration number in the form ENV/year/nine digits, where the year is the year you register (MITECO, Art. 15 RD 1055/2022). You name the extended producer responsibility system you belong to and attach a certificate of membership. MITECO calls this register the national register for Article 44(1)Regulation (EU) 2025/40, Packaging and Packaging Waste RegulationArticle 44, paragraph 1Click opens the article on EUR-Lex. of the PPWR.

Electrical and electronic equipment, and batteries, are registered in a special section of the Registro Integrado Industrial, which the two Spanish decrees set up under the Industry Act (Ley 21/1992). The register assigns each producer, or its representative, an identification number (Art. 8 RD 110/2015, Disposición adicional primera RD 106/2008). For batteries the Spanish decree says a seller located in another country who sells at a distance must tell the register that it is a producer and obtain the number (Art. 5(6) RD 106/2008). What Spain adds for packaging, with the representative route, the collective systems, the penalties and the 2026 declaration, is on Spain packaging EPR. The electrical and battery registers are on WEEE registration in Spain and Spain battery registration.

  • MITECO: “Tras la firma de la solicitud de inscripción, el procedimiento asignará un Número de Registro”. Unofficial translation: after the application for registration is signed, the procedure will assign a registration number. The number is in the downloadable form of the procedure.
  • Art. 8(2) RD 110/2015: “El Registro asignará a cada productor de AEE o a su representante autorizado, un número de identificación como productor de AEE.” Unofficial translation: the register will assign each producer of electrical equipment, or its authorised representative, an identification number as a producer.
  • MITECO’s list of registered packaging producers is public and updated, in general, each month; the version on the page was dated 30 September 2026. A platform compares your tax number, company name and registration number with it (MITECO).

The PPWR sets when a packaging number is granted and leaves its format to each country

The PPWR has applied since (Art. 71Regulation (EU) 2025/40, Packaging and Packaging Waste RegulationArticle 71Click opens the article on EUR-Lex.). You must register in each country where you first make packaging or packaged products available, and you may not make them available before you are registered (Art. 44(2)Regulation (EU) 2025/40, Packaging and Packaging Waste RegulationArticle 44, paragraph 2Click opens the article on EUR-Lex., Art. 44(4)Regulation (EU) 2025/40, Packaging and Packaging Waste RegulationArticle 44, paragraph 4Click opens the article on EUR-Lex.). The competent authority grants the registration and provides a registration number within 12 weeks from the moment the information is complete, and each country makes the list of registered producers public, free of charge and machine readable (Art. 44(11)(b)Regulation (EU) 2025/40, Packaging and Packaging Waste RegulationArticle 44, paragraph 11, point (b)Click opens the article on EUR-Lex., Art. 44(13)Regulation (EU) 2025/40, Packaging and Packaging Waste RegulationArticle 44, paragraph 13Click opens the article on EUR-Lex.). The application carries your name and brands, your address and a single contact point, your representative if you have one, your national identification code with trade register number and tax number, and a declaration of how you meet your producer duties (Annex IX, Part A). A producer responsibility organisation you have entrusted with the duties meets the registration duty for you unless the country says otherwise, and a country may let a representative do it on a written mandate (Art. 44(2)Regulation (EU) 2025/40, Packaging and Packaging Waste RegulationArticle 44, paragraph 2Click opens the article on EUR-Lex., Art. 44(3)Regulation (EU) 2025/40, Packaging and Packaging Waste RegulationArticle 44, paragraph 3Click opens the article on EUR-Lex.).

The text sets no format for the number. The register of Article 44(1)Regulation (EU) 2025/40, Packaging and Packaging Waste RegulationArticle 44, paragraph 1Click opens the article on EUR-Lex. is due 18 months after the entry into force of the first implementing act on its format. The Commission was due to adopt that act by and had not by (Art. 44(1)Regulation (EU) 2025/40, Packaging and Packaging Waste RegulationArticle 44, paragraph 1Click opens the article on EUR-Lex., Art. 44(14)Regulation (EU) 2025/40, Packaging and Packaging Waste RegulationArticle 44, paragraph 14Click opens the article on EUR-Lex.). Until it runs, the number you hold is the one your country’s existing register issued: Germany names the ZSVR as the competent authority for the register (§ 6(6) VerpackDG), and Spain calls its producer register the national register for Article 44(1)Regulation (EU) 2025/40, Packaging and Packaging Waste RegulationArticle 44, paragraph 1Click opens the article on EUR-Lex. (MITECO). The full packaging rules are on packaging EPR and PPWR.

Marketplaces and fulfilment providers must collect the number before you sell

For packaged goods, a marketplace that falls within Section 4 of Chapter III of the Digital Services Act and lets consumers conclude distance contracts with you must obtain, before you use its service, your registration in the country where the consumer is located and your registration number, plus your self-certification that you meet the packaging duties there. It must make best efforts to assess whether the information is complete and reliable (Art. 45(4)Regulation (EU) 2025/40, Packaging and Packaging Waste RegulationArticle 45, paragraph 4Click opens the article on EUR-Lex., Art. 45(6)Regulation (EU) 2025/40, Packaging and Packaging Waste RegulationArticle 45, paragraph 6Click opens the article on EUR-Lex.). A fulfilment service provider gets the same two items when you sign its contract, makes best efforts to check them, including against the public list, and must suspend its service for your goods if you do not correct what looks wrong (Art. 45(7)Regulation (EU) 2025/40, Packaging and Packaging Waste RegulationArticle 45, paragraph 7Click opens the article on EUR-Lex., Art. 45(8)Regulation (EU) 2025/40, Packaging and Packaging Waste RegulationArticle 45, paragraph 8Click opens the article on EUR-Lex.).

A marketplace must obtain the same for batteries, “the producer’s registration number or registration numbers” (Art. 62(6)Regulation (EU) 2023/1542, Batteries RegulationArticle 62, paragraph 6Click opens the article on EUR-Lex.), and for textiles once each country’s scheme runs, due by (Art. 22a(13)Directive 2008/98/EC on waste, as amended by Directive (EU) 2025/1892 (textiles and footwear)Article 22a, paragraph 13Click opens the article on EUR-Lex., Art. 22a(14)Directive 2008/98/EC on waste, as amended by Directive (EU) 2025/1892 (textiles and footwear)Article 22a, paragraph 14Click opens the article on EUR-Lex.). The marketplace rules do not reach a marketplace run by a micro or small enterprise, unless it is a very large online platform (Art. 29(1)Regulation (EU) 2022/2065, Digital Services ActArticle 29, paragraph 1Click opens the article on EUR-Lex., Art. 29(2)Regulation (EU) 2022/2065, Digital Services ActArticle 29, paragraph 2Click opens the article on EUR-Lex.). The WEEE Directive has no marketplace rule; Germany has one: a marketplace may not let an unregistered producer offer electrical equipment, and a fulfilment service may not store or ship it (§ 6(2) ElektroG). For packaging in Germany, distributors and fulfilment providers may not handle packaging of an unregistered producer, and the ZSVR offers an automated register excerpt for the check (§ 13(3), § 13(4) VerpackDG, ZSVR).

Where you must show the number is set country by country

None of the EU texts above puts the number on the listing itself. They have the marketplace collect it before you may sell. Where it must be printed is national:

  • § 6(3) ElektroG: “Jeder Hersteller ist verpflichtet, beim Anbieten und auf Rechnungen seine Registrierungsnummer anzugeben.” Unofficial translation: every producer must state its registration number when offering and on invoices.

Any number can be checked in the public register of its country

Each register lists producers with their numbers. Germany: the public register of producers of the ZSVR (search) and, for electrical equipment and batteries, the lists of stiftung ear (lists). France: ADEME’s search by company name, SIRET or IDU (search). Spain: the list of registered packaging producers on the MITECO page. For another EU country, the EUNR network lists its register.

What is not your EPR number: the packaging licence, the OfH number and the tax number

In Germany sellers call the system participation agreement a “packaging licence”. It is a contract with a system, and the registration number you hold is stated in it (ZSVR). The OfH number is the one a producer responsibility organisation gives you so that you can finish a battery registration at stiftung ear. Your VAT number, taxpayer number and national identification number are what you type in to register; the number you receive afterwards is the EPR number.

What the law leaves open

  • The format of the number under the PPWR. Art. 44(11)(b)Regulation (EU) 2025/40, Packaging and Packaging Waste RegulationArticle 44, paragraph 11, point (b)Click opens the article on EUR-Lex. says the authority provides “a registration number” and sets no form. Each existing register uses its own, as above. Meanwhile: give a marketplace the number as your country’s register wrote it, and for packaging, the number for the buyer’s country.
  • How Spain applies the battery register today. The consolidated text of Real Decreto 106/2008, last updated on the BOE on 20 January 2021, puts battery producers in the Registro Integrado Industrial and does not mention Regulation (EU) 2023/1542Regulation (EU) 2023/1542, Batteries RegulationThe whole regulationClick opens the law on the EU Publications Office.. MITECO’s own battery page still describes that Regulation as a proposal. No Spanish official text we found says whether the register in the decree is the register of Art. 55(1)Regulation (EU) 2023/1542, Batteries RegulationArticle 55, paragraph 1Click opens the article on EUR-Lex.. Meanwhile: hold the number the decree describes, and give it to the marketplace as the number for Spain, since Art. 55(2)Regulation (EU) 2023/1542, Batteries RegulationArticle 55, paragraph 2Click opens the article on EUR-Lex. requires a registration in each country.
  • Whether a German battery number must be printed on offers and invoices. The BattDG text read sets no such rule. stiftung ear says you have to state it. Meanwhile: print it, as ear says, on offers and invoices.
