CE marking logo: the official file, its form and 5 mm size

You need the CE logo for a product or a listing and want the form, the size and the file the law means.

The short answer

Download the official CE logo from the Commission. Keep its proportions and keep it at least 5 mm high, unless your product law sets another size. Put it on the product; the packaging only where the law allows or requires it.

The short answer

The CE marking logo is the initials "CE" in the form of the drawing in Annex II to Regulation (EC) No 765/2008, and the Commission publishes it as an image archive (GIF, PNG, JPG, AI and EPS files). If the logo is reduced or enlarged, the proportions of the drawing are kept, and it is at least 5 mm high where specific legislation sets no dimensions (Annex II, points 1 to 3). Some product laws set their own: radio equipment may carry a CE marking lower than 5 mm if it stays visible and legible (Directive 2014/53/EU, Art. 19(2)Directive 2014/53/EU, Radio Equipment Directive (consolidated text of 30 May 2026)Article 19, paragraph 2Click opens the article on EUR-Lex.), and so do the Machinery Directive (small-scale machinery, Annex III), the Medical Devices Regulation and the In Vitro Diagnostic Regulation (small-scale devices, Annex V of each). The logo goes visibly, legibly and indelibly on the product or its data plate; only where that is not possible or not warranted by the nature of the product does it go on the packaging and the accompanying documents (Decision No 768/2008/EC, Art. R12(1)), and toys, radio equipment and medical devices have placement rules of their own (Directive 2009/48/EC, Art. 17(1)Directive 2009/48/EC, Toy Safety DirectiveArticle 17, paragraph 1Click opens the article on EUR-Lex.; Directive 2014/53/EU, Art. 20(1)Directive 2014/53/EU, Radio Equipment Directive (consolidated text of 30 May 2026)Article 20, paragraph 1Click opens the article on EUR-Lex.; Regulation (EU) 2017/745, Art. 20(3)Regulation (EU) 2017/745, Medical Devices Regulation (consolidated text of 19 July 2026)Article 20, paragraph 3Click opens the article on EUR-Lex.). It is affixed before the product is placed on the market, and where a notified body took part in the production control phase its identification number follows it (Decision No 768/2008/EC, Art. R12(2), R12(3)). A few laws add further marks after it, such as the explosion-protection marking or the year of affixing. Only the manufacturer or its authorised representative affixes it (Regulation (EC) No 765/2008, Art. 30(1)Regulation (EC) No 765/2008, accreditation and market surveillance (CE marking)Article 30, paragraph 1Click opens the article on EUR-Lex.), only on a product that an EU law provides it for (Art. 30(2)Regulation (EC) No 765/2008, accreditation and market surveillance (CE marking)Article 30, paragraph 2Click opens the article on EUR-Lex.). A marking likely to mislead third parties about the meaning or form of the CE marking is prohibited (Art. 30(5)Regulation (EC) No 765/2008, accreditation and market surveillance (CE marking)Article 30, paragraph 5Click opens the article on EUR-Lex.).

The CE marking logo is the letters “CE” drawn in the form fixed by Annex II to Regulation (EC) No 765/2008Regulation (EC) No 765/2008, accreditation and market surveillance (CE marking)The whole regulationClick opens the law on the EU Publications Office.. The Commission publishes it for download. Keep its proportions when you scale it, keep it at least 5 mm high unless your product’s own law sets another size, and put it on the product (Annex II, points 1 to 3, of Regulation (EC) No 765/2008; Decision No 768/2008/EC, Art. R12(1)). It is not a design choice: it is a form the law prescribes, for a statement only the manufacturer may make.

What you do:

  1. Check that an EU law covers your product and provides for CE marking. The logo goes only on such a product, and on no other (Art. 30(2)Regulation (EC) No 765/2008, accreditation and market surveillance (CE marking)Article 30, paragraph 2Click opens the article on EUR-Lex.). The laws online sellers meet most are in CE marking.
  2. Settle who affixes it. Only the manufacturer or its authorised representative does (Art. 30(1)Regulation (EC) No 765/2008, accreditation and market surveillance (CE marking)Article 30, paragraph 1Click opens the article on EUR-Lex.). If you sell the product under your own name or brand, you take over the manufacturer’s duties, the affixing included (Blue Guide, section 4.5.1.3).
  3. Download the official logo from the Commission’s CE marking page. Use that file, not a copy from a listing or an image search.
  4. Scale it with its proportions unchanged, and keep it at least 5 mm high unless your product’s law sets another size. The exceptions are in the table below.
  5. Affix it visibly, legibly and indelibly on the product or its data plate, before the product is placed on the market. Use the packaging and the accompanying documents only where that is not possible or not warranted by the nature of the product; toys and radio equipment have placement rules of their own, below (Decision No 768/2008/EC, Art. R12(1), R12(2)).
  6. If a notified body took part in the production control phase, put its identification number after the logo (Decision No 768/2008/EC, Art. R12(3)). A few product laws also require another mark after the logo; the section on added marks below lists them.
  7. Add no mark that could be read as the CE marking or hides it. Other marks may sit beside it (Art. 30(5)Regulation (EC) No 765/2008, accreditation and market surveillance (CE marking)Article 30, paragraph 5Click opens the article on EUR-Lex.).

The Commission publishes the official CE marking logo files

The CE marking logo, in the form set by Annex II to Regulation (EC) No 765/2008.
The CE marking logo, from the Commission’s own image files.

The Commission’s CE marking page has a section “How to reproduce the CE mark” with one download: an archive with the CE mark in GIF, PNG, JPG, AI and EPS formats, a ZIP of 133.37 KB dated 25 October 2021. The AI and EPS files are vector files and the others are bitmaps. Your Europe, the Commission’s guide for businesses, points to the same file: “Download the official CE marking image file here” (Your Europe).

A logo that only resembles the drawing is not drawn to Annex II. The look-alike with the letters set closer together that is called a “China Export” mark is, in the Commission’s reading, a CE marking drawn without the prescribed dimensions and proportions; what it answered is in China Export vs CE mark.

The law fixes the form: the letters, the proportions and 5 mm

The Machinery Directive’s Annex III repeats the same drawing.

The Blue Guide, section 4.5.1.4, on why there is a minimum: “A minimum height of 5 mm is required to ensure that it is legible.” On style: the marking “can take different forms (e.g. colour, solid/hollow) as long as it remains visible, legible and respects its proportions”. It must also be indelible “so that it cannot be removed under normal circumstances without leaving noticeable traces” and it need not form an integral part of the product. The Blue Guide gives the letters and proportions by the same drawing: “The CE marking must take the form below. If the CE marking is reduced or enlarged the proportions must be respected.”

Some product laws allow a CE marking smaller than 5 mm

The 5 mm applies “where specific legislation does not impose specific dimensions” (Annex II, point 3). Where the product’s own law does, that law wins. Four laws in force today say it outright, and the Machinery Regulation does not carry the waiver over:

For the other laws in this guide, the rule is Annex II point 3: 5 mm high. That includes personal protective equipment, lifts, equipment for potentially explosive atmospheres and the toy laws: none of them has a size waiver.

The Blue Guide, section 4.5.1.4: “A minimum height of 5 mm is required to ensure that it is legible. However according to the several pieces of legislation the minimum dimension of the CE marking may be waived for small devices or components.” Its footnote 236 names acts that no longer match the law in force: it lists personal protective equipment, lifts and equipment for potentially explosive atmospheres, but Regulation (EU) 2016/425Regulation (EU) 2016/425, Personal Protective Equipment RegulationThe whole regulationClick opens the law on the EU Publications Office., Directive 2014/33/EU and Directive 2014/34/EU have no size waiver, and each sends the CE marking to the general principles of Article 30Regulation (EC) No 765/2008, accreditation and market surveillance (CE marking)The whole regulationClick opens the law on the EU Publications Office. of Regulation (EC) No 765/2008Regulation (EC) No 765/2008, accreditation and market surveillance (CE marking)The whole regulationClick opens the law on the EU Publications Office., so the 5 mm of Annex II applies (Art. 16Regulation (EU) 2016/425, Personal Protective Equipment RegulationArticle 16Click opens the article on EUR-Lex.; Directive 2014/33/EU, Art. 18; Directive 2014/34/EU, Art. 15). The marine equipment waiver for small devices (Directive 2014/90/EU, Annex I) is about the wheel mark, not the CE marking. The Machinery Directive’s Annex III adds that the marking “must be affixed in the immediate vicinity of the name of the manufacturer or his authorised representative, using the same technique”.

The logo goes on the product, and on the packaging and documents only where it cannot

The general rule is the same in the model Decision and in the low-voltage Directive: on the product or its data plate. The personal protective equipment Regulation names the product only: on the PPE itself. Where that is not possible or not warranted by the nature of the product, it goes on the packaging and the accompanying documents (Decision No 768/2008/EC, Art. R12(1), which adds “where the legislation concerned provides for such documents”; Art. 17(1)Directive 2014/35/EU, Low Voltage Directive (consolidated text of 30 May 2026)Article 17, paragraph 1Click opens the article on EUR-Lex. of Directive 2014/35/EU; Art. 17(1)Regulation (EU) 2016/425, Personal Protective Equipment RegulationArticle 17, paragraph 1Click opens the article on EUR-Lex. of Regulation (EU) 2016/425). From 1 August 2030 the Toy Safety Regulation (EU) 2025/2509 replaces the toy Directive. Its rule is shorter: on the toy or on an affixed label; where the size or nature of the toy does not allow it, on the packaging, if any, or on the documentation accompanying the toy (Art. 18(1)Regulation (EU) 2025/2509, Toy Safety RegulationArticle 18, paragraph 1Click opens the article on EUR-Lex., Art. 59Regulation (EU) 2025/2509, Toy Safety RegulationArticle 59Click opens the article on EUR-Lex.).

Machinery moves to Regulation (EU) 2023/1230Regulation (EU) 2023/1230, Machinery Regulation (consolidated text of 27 July 2026)The whole regulationClick opens the law on the EU Publications Office. on 20 January 2027. Its rule is the general one: on the machinery or related product, and on the packaging and documents where that is not possible or not warranted (Art. 24(1)Regulation (EU) 2023/1230, Machinery Regulation (consolidated text of 27 July 2026)Article 24, paragraph 1Click opens the article on EUR-Lex., Art. 54Regulation (EU) 2023/1230, Machinery Regulation (consolidated text of 27 July 2026)Article 54Click opens the article on EUR-Lex.; Regulation (EU) 2023/1230).

Three points from the Blue Guide settle the common disputes (Blue Guide, section 4.5.1.4):

  • The logo may not move from the product to the packaging or the documents “on purely aesthetic grounds”.
  • “Electronic labelling only is not allowed.”
  • Visible does not mean visible before the box is opened: the packaging needs the logo only where the Union act says so. For a product sold online, “it is useful that the CE marking and any required warnings according to applicable legislation are indicated in that website and are visible before the end user is carrying out the purchase.”

A notified body’s number follows the logo only where the law says so

Where a notified body is involved in the production control phase, the CE marking is followed by its identification number, and the body affixes it or the manufacturer does under its instructions (Decision No 768/2008/EC, Art. R12(3)). Your Europe puts it as: “If a notified body is used, its 4-digit ID number must appear next to the CE marking.”

The product’s own law sets when:

  • Radio equipment: where the procedure of Annex IV is applied, and the number has the same height as the CE marking (Art. 20(3)Directive 2014/53/EU, Radio Equipment Directive (consolidated text of 30 May 2026)Article 20, paragraph 3Click opens the article on EUR-Lex.).
  • Personal protective equipment: for category III (Art. 17(3)Regulation (EU) 2016/425, Personal Protective Equipment RegulationArticle 17, paragraph 3Click opens the article on EUR-Lex.).
  • Machinery, today: where the full quality assurance procedure of Article 12(3)(c) and 12(4)(b) was applied (Directive 2006/42/EC, Annex III).
  • Machinery, from 20 January 2027: for the procedures Article 24(3) names (Art. 24(3)Regulation (EU) 2023/1230, Machinery Regulation (consolidated text of 27 July 2026)Article 24, paragraph 3Click opens the article on EUR-Lex.).
  • Medical devices and in vitro diagnostic devices: where applicable, the number of the body responsible for the conformity assessment procedure. It must also appear in any promotional material that says the device meets the requirements for CE marking (Art. 20(5)Regulation (EU) 2017/745, Medical Devices Regulation (consolidated text of 19 July 2026)Article 20, paragraph 5Click opens the article on EUR-Lex.; Art. 18(5)Regulation (EU) 2017/746, In Vitro Diagnostic Medical Devices Regulation (consolidated text of 10 January 2025)Article 18, paragraph 5Click opens the article on EUR-Lex.).

A logo with no number next to it is not an error. The number follows the logo only for a body involved in the production control phase; a body involved only in the design phase adds none. If several bodies took part in the production phase, several numbers follow the logo. The number and the logo may be affixed in a third country and separately, as long as they stay together (Blue Guide, section 4.5.1.5). Which bodies exist and for what is in the Commission’s NANDO database; when you need one is in notified body.

Besides the notified body number, some product laws require a further mark right after the CE marking:

Product What follows the CE marking Where
Equipment for potentially explosive atmospheres, Directive 2014/34/EU The specific marking of explosion protection, the symbols of the equipment group and category and the other markings of point 1.0.5 of Annex II Art. 16(4)
Measuring instruments, Directive 2014/32/EU The supplementary metrology marking: the capital letter “M” and the last two digits of the year of affixing, in a rectangle as tall as the CE marking Art. 21(2)

The pictogram of the model Decision is a different thing: it is optional and covers a special risk or use only.

The CE marking “shall be affixed only by the manufacturer or his authorised representative” (Art. 30(1)Regulation (EC) No 765/2008, accreditation and market surveillance (CE marking)Article 30, paragraph 1Click opens the article on EUR-Lex.). By affixing it, the manufacturer takes responsibility for the conformity of the product with all the requirements of the law that provides for it (Art. 30(3)Regulation (EC) No 765/2008, accreditation and market surveillance (CE marking)Article 30, paragraph 3Click opens the article on EUR-Lex.). The logo is the last step of the manufacturer’s work, after the technical documentation, the conformity assessment and the EU declaration of conformity; the whole chain is in CE marking, and the declaration is in declaration of conformity.

A product that no EU law provides the marking for must not carry it (Art. 30(2)Regulation (EC) No 765/2008, accreditation and market surveillance (CE marking)Article 30, paragraph 2Click opens the article on EUR-Lex.). Each EU country sets the penalties for improper use, which may include criminal sanctions for serious infringements (Art. 30(6)Regulation (EC) No 765/2008, accreditation and market surveillance (CE marking)Article 30, paragraph 6Click opens the article on EUR-Lex.).

Other marks may sit beside the logo if they do not mislead

The CE marking is the only marking that attests conformity with the law providing for it (Art. 30(4)Regulation (EC) No 765/2008, accreditation and market surveillance (CE marking)Article 30, paragraph 4Click opens the article on EUR-Lex.). A marking, sign or inscription likely to mislead third parties about the meaning or form of the CE marking is prohibited; any other marking may be affixed provided the visibility, legibility and meaning of the CE marking are not impaired (Art. 30(5)Regulation (EC) No 765/2008, accreditation and market surveillance (CE marking)Article 30, paragraph 5Click opens the article on EUR-Lex.).

The Blue Guide, section 4.5.1.7: additional marks, such as a manufacturer’s trade mark, are allowed to the extent that they “fulfil a different function from that of the CE marking, are not liable to cause confusion with it, and do not reduce its legibility and visibility”. Confusion can concern “either the meaning or form of the CE marking”. The CE marking “does not serve commercial purposes i.e. it is not a marketing tool” (section 4.5.1.1).
