EU energy label: which products need it, the A to G scale and what online sellers must show

You sell an appliance, light, screen, phone or tyre into the EU and need to know which label it needs and what the listing must show.

The short answer

Products in a group with a delegated act carry an A to G label. The EU supplier provides it. Every online seller shows the label and the product information sheet next to the price, usually as a nested colour arrow.

The short answer

Regulation (EU) 2017/1369 is the framework for the EU energy label. The label itself comes from a delegated regulation for each product group, and a product group without one has no label (Reg. 2017/1369 Art. 1(1)Regulation (EU) 2017/1369, Energy Labelling Regulation (consolidated text of 1 May 2021)Article 1, paragraph 1Click opens the article on EUR-Lex., Art. 16(1)Regulation (EU) 2017/1369, Energy Labelling Regulation (consolidated text of 1 May 2021)Article 16, paragraph 1Click opens the article on EUR-Lex., Art. 16(3)Regulation (EU) 2017/1369, Energy Labelling Regulation (consolidated text of 1 May 2021)Article 16, paragraph 3Click opens the article on EUR-Lex., Art. 16(4)Regulation (EU) 2017/1369, Energy Labelling Regulation (consolidated text of 1 May 2021)Article 16, paragraph 4Click opens the article on EUR-Lex.). A label is a graphic diagram, printed or electronic, with a closed scale of the letters A to G in seven colours from dark green to red (Art. 2(19)Regulation (EU) 2017/1369, Energy Labelling Regulation (consolidated text of 1 May 2021)Article 2, point 19Click opens the article on EUR-Lex.). The Regulation told the Commission to rescale the older labels to A to G (Art. 11(1)Regulation (EU) 2017/1369, Energy Labelling Regulation (consolidated text of 1 May 2021)Article 11, paragraph 1Click opens the article on EUR-Lex., Art. 11(4)Regulation (EU) 2017/1369, Energy Labelling Regulation (consolidated text of 1 May 2021)Article 11, paragraph 4Click opens the article on EUR-Lex., Art. 11(5)Regulation (EU) 2017/1369, Energy Labelling Regulation (consolidated text of 1 May 2021)Article 11, paragraph 5Click opens the article on EUR-Lex.). The A to G labels apply to household washing machines, washer-dryers, dishwashers, fridges and freezers, refrigerating appliances with a direct sales function and electronic displays from 1 March 2021, to light sources from 1 September 2021, to smartphones and slate tablets from 20 June 2025 and to household tumble dryers from 1 July 2025; from 1 January 2027 the tumble dryer label also shows a repairability class A to E (Reg. 2023/2534 Art. 3(1)Delegated Regulation (EU) 2023/2534, energy labelling of household tumble dryers (consolidated text of 24 November 2025)Article 3, paragraph 1Click opens the article on EUR-Lex., Annex IIIa, as amended by Reg. 2025/1353). Ovens, range hoods, air conditioners and the heating products still carry older labels with plus classes (Art. 11Delegated Regulation (EU) 2019/2014, energy labelling of household washing machines and washer-dryers (consolidated text of 1 May 2021)Article 11Click opens the article on EUR-Lex. of Reg. 2019/2014, 2019/2013, 2019/2016 and 2019/2017; Art. 9 of Reg. 2019/2018; Art. 10Delegated Regulation (EU) 2019/2015, energy labelling of light sources (consolidated text of 30 September 2023)Article 10Click opens the article on EUR-Lex. of Reg. 2019/2015 and 2023/2534; Art. 8Delegated Regulation (EU) 2023/1669, energy labelling of smartphones and slate tablets (consolidated text of 10 May 2026)Article 8Click opens the article on EUR-Lex. of Reg. 2023/1669; Commission product list). No delegated act has yet introduced A to G labels for the older groups; the Regulation sets 2 August 2030 as the latest date for space heaters, water heaters and solid fuel boilers (Art. 11(5)(a)Regulation (EU) 2017/1369, Energy Labelling Regulation (consolidated text of 1 May 2021)Article 11, paragraph 5, point (a)Click opens the article on EUR-Lex.). The supplier, which is a manufacturer established in the EU, the EU authorised representative of a manufacturer outside the EU or an importer, provides an accurate label and product information sheet and enters the model in EPREL (Reg. 2017/1369 Art. 2(14)Regulation (EU) 2017/1369, Energy Labelling Regulation (consolidated text of 1 May 2021)Article 2, point 14Click opens the article on EUR-Lex., Art. 3(1)Regulation (EU) 2017/1369, Energy Labelling Regulation (consolidated text of 1 May 2021)Article 3, paragraph 1Click opens the article on EUR-Lex., Art. 3(3)Regulation (EU) 2017/1369, Energy Labelling Regulation (consolidated text of 1 May 2021)Article 3, paragraph 3Click opens the article on EUR-Lex., Art. 4(1)Regulation (EU) 2017/1369, Energy Labelling Regulation (consolidated text of 1 May 2021)Article 4, paragraph 1Click opens the article on EUR-Lex.). The dealer, which includes every online seller, displays the label in a visible manner, including in online distance selling, and makes the product information sheet available (Art. 2(13)Regulation (EU) 2017/1369, Energy Labelling Regulation (consolidated text of 1 May 2021)Article 2, point 13Click opens the article on EUR-Lex., Art. 5(1)Regulation (EU) 2017/1369, Energy Labelling Regulation (consolidated text of 1 May 2021)Article 5, paragraph 1Click opens the article on EUR-Lex.). For a washing machine the online label goes on the display mechanism next to the price, or behind a nested display: an arrow in the colour of the class, with the class letter in the font size of the price and the range of classes in black, that opens the label on a click, a mouse roll-over or a touch (Reg. 2019/2014 Art. 4(b)Delegated Regulation (EU) 2019/2014, energy labelling of household washing machines and washer-dryers (consolidated text of 1 May 2021)Article 4, point (b)Click opens the article on EUR-Lex., Annex VIII). The delegated regulations for displays, light sources, smartphones, tablets and tumble dryers repeat that mechanism. A hosting service provider that allows the sale of washing machines, displays, light sources, fridges, dishwashers, commercial refrigerators or tyres through its website must enable the display of the label and the sheet and tell the dealer to show them (Art. 5Delegated Regulation (EU) 2019/2014, energy labelling of household washing machines and washer-dryers (consolidated text of 1 May 2021)Article 5Click opens the article on EUR-Lex. of Reg. 2019/2014, 2019/2013, 2019/2015, 2019/2016, 2019/2017 and 2019/2018; Reg. 2020/740 Art. 8Regulation (EU) 2020/740, labelling of tyres with respect to fuel efficiency and other essential parametersArticle 8Click opens the article on EUR-Lex.). For every online platform that allows distance contracts with traders and is not a micro or small enterprise, Regulation (EU) 2022/2065 adds that its interface must let the trader give the labelling information (Reg. 2022/2065 Art. 29Regulation (EU) 2022/2065, Digital Services ActArticle 29Click opens the article on EUR-Lex., Art. 31(2)(c)Regulation (EU) 2017/1369, Energy Labelling Regulation (consolidated text of 1 May 2021)Article 31, paragraph 2, point (c)Click opens the article on EUR-Lex.). Tyres have their own label under Regulation (EU) 2020/740, with classes for fuel efficiency and wet grip, a noise value and snow and ice grip pictograms, applying from 1 May 2021 (Reg. 2020/740 Art. 2Regulation (EU) 2020/740, labelling of tyres with respect to fuel efficiency and other essential parametersArticle 2Click opens the article on EUR-Lex., Art. 4Regulation (EU) 2017/1369, Energy Labelling Regulation (consolidated text of 1 May 2021)Article 4Click opens the article on EUR-Lex., Art. 18Regulation (EU) 2017/1369, Energy Labelling Regulation (consolidated text of 1 May 2021)Article 18Click opens the article on EUR-Lex., Annex I). Each EU country lays down the penalties, which must be effective, proportionate and dissuasive, and a market surveillance authority can require corrective action, withdrawal or recall (Reg. 2017/1369 Art. 7(4)Regulation (EU) 2017/1369, Energy Labelling Regulation (consolidated text of 1 May 2021)Article 7, paragraph 4Click opens the article on EUR-Lex., Art. 9(2)Regulation (EU) 2017/1369, Energy Labelling Regulation (consolidated text of 1 May 2021)Article 9, paragraph 2Click opens the article on EUR-Lex.). Germany fines up to EUR 50,000 (§ 15(2) EnVKG). A Commission proposal of 24 June 2026 to change the printed label and the online display rules is not yet law.

The EU energy label is the coloured A to G label that EU law puts on household appliances, light sources, electronic displays, smartphones and tablets, and on tyres. Regulation (EU) 2017/1369Regulation (EU) 2017/1369, Energy Labelling Regulation (consolidated text of 1 May 2021)The whole regulationClick opens the law on the EU Publications Office. is the framework; a delegated regulation for each product group says which products carry a label and what it looks like (Art. 1(1)Regulation (EU) 2017/1369, Energy Labelling Regulation (consolidated text of 1 May 2021)Article 1, paragraph 1Click opens the article on EUR-Lex., Art. 16(1)Regulation (EU) 2017/1369, Energy Labelling Regulation (consolidated text of 1 May 2021)Article 16, paragraph 1Click opens the article on EUR-Lex., Art. 16(4)Regulation (EU) 2017/1369, Energy Labelling Regulation (consolidated text of 1 May 2021)Article 16, paragraph 4Click opens the article on EUR-Lex.). The supplier, which is an EU manufacturer, the EU authorised representative of a manufacturer outside the EU, or an importer, provides the label and registers the model in EPREL. Everyone who offers the product for sale, in a shop or online, is a dealer. A dealer shows the supplier’s label and makes the product information sheet available (Art. 2(13)Regulation (EU) 2017/1369, Energy Labelling Regulation (consolidated text of 1 May 2021)Article 2, point 13Click opens the article on EUR-Lex., Art. 2(14)Regulation (EU) 2017/1369, Energy Labelling Regulation (consolidated text of 1 May 2021)Article 2, point 14Click opens the article on EUR-Lex., Art. 5(1)Regulation (EU) 2017/1369, Energy Labelling Regulation (consolidated text of 1 May 2021)Article 5, paragraph 1Click opens the article on EUR-Lex.). An online listing without them breaks the Regulation.

What you do:

  1. Check whether your product group has a label. Washing machines, washer-dryers, tumble dryers, dishwashers, fridges and freezers, light sources, electronic displays, smartphones and slate tablets, and tyres do. So do ovens, range hoods, air conditioners and the heating products, with older labels. A vacuum cleaner, a hob or a computer does not (Commission product list).
  2. Find your role. If you make the product, or have it made, and sell it under your own name or trademark, you are the manufacturer, and with an EU establishment you are the supplier (Art. 2(10)Regulation (EU) 2017/1369, Energy Labelling Regulation (consolidated text of 1 May 2021)Article 2, point 10Click opens the article on EUR-Lex., Art. 2(14)Regulation (EU) 2017/1369, Energy Labelling Regulation (consolidated text of 1 May 2021)Article 2, point 14Click opens the article on EUR-Lex.). If you are outside the EU, an EU authorised representative or an EU importer has to be the supplier; the roles are in EU authorised representative. If you resell a product that an EU supplier placed on the market, you are a dealer.
  3. Get the electronic label and the product information sheet. The supplier must make both available to you (for washing machines Art. 3(1)Delegated Regulation (EU) 2019/2014, energy labelling of household washing machines and washer-dryers (consolidated text of 1 May 2021)Article 3, paragraph 1Click opens the article on EUR-Lex., points (g) and (h)). If it did not, the Regulation makes you request it, and the supplier must deliver a printed label within five working days (Art. 3(2)Regulation (EU) 2017/1369, Energy Labelling Regulation (consolidated text of 1 May 2021)Article 3, paragraph 2Click opens the article on EUR-Lex., Art. 5(2)Regulation (EU) 2017/1369, Energy Labelling Regulation (consolidated text of 1 May 2021)Article 5, paragraph 2Click opens the article on EUR-Lex.). Or take it from EPREL: it generates the label, the nested arrow and the sheet from the supplier’s registration number (Commission, Dealers).
  4. Put the label in the listing, next to the price. Use the nested display if you want to save space: an arrow in the colour of the class, the class letter in the font size of the price, the range of classes in black, linked to the full label. Put the product information sheet there too, behind a link that reads “Product information sheet” (Art. 4Delegated Regulation (EU) 2019/2014, energy labelling of household washing machines and washer-dryers (consolidated text of 1 May 2021)Article 4Click opens the article on EUR-Lex., Annex VIII).
  5. Show the class and the range in advertisements and technical promotional material for a specific model (Art. 6Regulation (EU) 2017/1369, Energy Labelling Regulation (consolidated text of 1 May 2021)Article 6Click opens the article on EUR-Lex., point (a)).
  6. Do not show other labels, marks or symbols that could mislead a customer about energy consumption, and do not copy the label for a product that has none (Art. 6Regulation (EU) 2017/1369, Energy Labelling Regulation (consolidated text of 1 May 2021)Article 6Click opens the article on EUR-Lex., points (c), (d) and (e)).
  7. Selling tyres? They have a separate label and a separate Regulation. The section on tyres below has the duties.

A product carries an energy label only if a delegated act covers its group

The Regulation applies to energy-related products, which are goods or systems with an impact on energy consumption during use (Art. 1(1)Regulation (EU) 2017/1369, Energy Labelling Regulation (consolidated text of 1 May 2021)Article 1, paragraph 1Click opens the article on EUR-Lex., Art. 2(1)Regulation (EU) 2017/1369, Energy Labelling Regulation (consolidated text of 1 May 2021)Article 2, point 1Click opens the article on EUR-Lex.). It does not put a label on every one of them. The Commission adopts a separate delegated act for each product group, and that act defines the group, sets the design and content of the label and says how it is provided in distance selling (Art. 16(3)Regulation (EU) 2017/1369, Energy Labelling Regulation (consolidated text of 1 May 2021)Article 16, paragraph 3Click opens the article on EUR-Lex., points (a), (b) and (g); Art. 16(4)Regulation (EU) 2017/1369, Energy Labelling Regulation (consolidated text of 1 May 2021)Article 16, paragraph 4Click opens the article on EUR-Lex.). The Regulation does not apply to second-hand products, unless they are imported from a third country, or to means of transport for persons or goods (Art. 1(2)Regulation (EU) 2017/1369, Energy Labelling Regulation (consolidated text of 1 May 2021)Article 1, paragraph 2Click opens the article on EUR-Lex.).

The acts for the older groups, and the scale of each, are on the Commission’s product pages (Commission product list).

Each act also draws its own line around the group. Examples from the texts:

  • A washing machine with a rated capacity below 2 kg has no label (Art. 1(2)Delegated Regulation (EU) 2019/2014, energy labelling of household washing machines and washer-dryers (consolidated text of 1 May 2021)Article 1, paragraph 2Click opens the article on EUR-Lex., point (c)).
  • An electronic display with a screen area of 100 square centimetres or less, a projector and a virtual reality headset have no label (Art. 1(2)Delegated Regulation (EU) 2019/2013, energy labelling of electronic displays (consolidated text of 1 May 2021)The whole regulationClick opens the law on the EU Publications Office. of Delegated Regulation (EU) 2019/2013Delegated Regulation (EU) 2019/2013, energy labelling of electronic displays (consolidated text of 1 May 2021)The whole regulationClick opens the law on the EU Publications Office.).
  • A refrigerating appliance of 10 litres or less and a mobile refrigerating appliance have no label under the household act (Art. 1 of Delegated Regulation (EU) 2019/2016).
  • Tyres with a speed rating below 80 km/h, studded tyres, T-type temporary-use spare tyres and second-hand tyres from inside the EU have no label (Art. 2Regulation (EU) 2020/740, labelling of tyres with respect to fuel efficiency and other essential parametersArticle 2Click opens the article on EUR-Lex., paragraph 2).

Products with ecodesign requirements and no label include vacuum cleaners, hobs, computers, external power supplies, servers, electric motors, water pumps and welding equipment. Luminaires have carried no energy label since 25 December 2019, though a luminaire that meets the definition of a light source in Delegated Regulation (EU) 2019/2015Delegated Regulation (EU) 2019/2015, energy labelling of light sources (consolidated text of 30 September 2023)The whole regulationClick opens the law on the EU Publications Office. can still need one (Commission product list, Commission, Light Sources).

The A to G scale applies to the groups in the table, and the cooking, heating and cooling groups keep older labels

The Regulation defines the label as a graphic diagram, in print or electronic form, with a closed scale using only the letters A to G, each letter a class, in seven colours from dark green to red (Art. 2(19)Regulation (EU) 2017/1369, Energy Labelling Regulation (consolidated text of 1 May 2021)Article 2, point 19Click opens the article on EUR-Lex.). Before it, labels carried classes above A: A+, A++ and A+++. The Commission describes the change as a return to a simpler scale in which A is the best, introduced step by step since 2021 (Commission, Understanding the Energy Label).

The Regulation sets the order. For the groups under the delegated acts of the old Directive 2010/30/EU, the Commission was to adopt delegated acts that introduce A to G labels by , with the aim of showing the rescaled label in shops and online 18 months after the act enters into force (Art. 11(4)Regulation (EU) 2017/1369, Energy Labelling Regulation (consolidated text of 1 May 2021)Article 11, paragraph 4Click opens the article on EUR-Lex.). For washing machines, dishwashers, fridges, displays and light sources the target date was 2 November 2018 (Art. 11(5)Regulation (EU) 2017/1369, Energy Labelling Regulation (consolidated text of 1 May 2021)Article 11, paragraph 5Click opens the article on EUR-Lex., point (b)). For space heaters, water heaters and solid fuel boilers, the Commission was to present reviews by , adopt A to G acts by where appropriate and, in any event, by (Art. 11(5)Regulation (EU) 2017/1369, Energy Labelling Regulation (consolidated text of 1 May 2021)Article 11, paragraph 5Click opens the article on EUR-Lex., point (a)). The date and the date have passed, and no delegated act introducing A to G labels for these groups had been adopted by . A new group can also get a label, as smartphones and slate tablets did (Art. 11(2)Regulation (EU) 2017/1369, Energy Labelling Regulation (consolidated text of 1 May 2021)Article 11, paragraph 2Click opens the article on EUR-Lex.).

The result is a mix. On the Commission’s product pages read on 5 October 2026, ovens, range hoods, air conditioners, space heaters, water heaters, local space heaters, solid fuel boilers, ventilation units and professional storage cabinets still show labels of the older acts. Their scales differ by group. The oven act, for example, introduced a scale from A+++ to D (recital 6 of Delegated Regulation (EU) No 65/2014), and the space heater act a scale from A++ to G for space heating (recital 5 of Delegated Regulation (EU) No 811/2013). The Commission says the progressive approach produced a mingling of old labels with classes up to A+++ and new ones back in the A to G range (Commission, EPREL: generated labels). You sell with the label that the act in force for your group prescribes.

When a label is rescaled, the Regulation sets a handover that binds dealers too (Art. 11(13)Regulation (EU) 2017/1369, Energy Labelling Regulation (consolidated text of 1 May 2021)Article 11, paragraph 13Click opens the article on EUR-Lex.):

  • The supplier gives the dealer both the existing and the rescaled label for the four months before the date in the delegated act.
  • The dealer replaces the old label with the rescaled one, in the shop and online, within 14 working days after that date, and does not display the rescaled label before it.
  • A dealer that cannot get a rescaled label because the supplier has ceased its activities may sell the units it already holds with the old label until nine months after that date.

The label shows the class and the parameters that the delegated act of the group adds

The Commission names the common parts of the label as the language-neutral logo, the QR code with a link to EPREL, the scale from A to G, the class of the product model, the energy consumption, indications of non-energy parameters such as noise, water consumption, capacity or repairability, and the reference to the regulation (Commission, Understanding the Energy Label). The labels read for this page under the newer acts, for washing machines, tumble dryers, smartphones and tablets, and tyres, carry the QR code, the trademark or supplier name and the model identifier. Labels under the older acts, for ovens, range hoods, air conditioners and the heating products, carry no QR code; the product information sheet carries it instead, always (Commission, EPREL: generated labels). The delegated act can add supplementary information, but the label must emphasise energy efficiency (Art. 16(3)Regulation (EU) 2017/1369, Energy Labelling Regulation (consolidated text of 1 May 2021)Article 16, paragraph 3Click opens the article on EUR-Lex., points (b) and (c)).

The printed label has a minimum size set in the annex: 96 mm by 192 mm for washing machines (Annex III of Reg. 2019/2014) and 68 mm by 136 mm for smartphones and tablets, which may be printed scaled down to not less than 70 % to fit the packaging (Annex III of Reg. 2023/1669). A tyre carries a sticker on each tyre, or a printed label for a batch of identical tyres (Art. 4(1)Regulation (EU) 2020/740, labelling of tyres with respect to fuel efficiency and other essential parametersArticle 4, paragraph 1Click opens the article on EUR-Lex.).

The EPREL energy label is generated from the supplier’s registration, and the QR code opens the model record

The label and the product information sheet are not drawn by hand. The product database is built to generate a viewable, downloadable and printable file of the energy label of each model, and the sheet in every official EU language (Art. 12Regulation (EU) 2017/1369, Energy Labelling Regulation (consolidated text of 1 May 2021)Article 12Click opens the article on EUR-Lex., Annex I point 4(b)). The Commission says the supplier’s registration produces the QR code, the label, the class arrows with their range and the sheet, in PDF, SVG and PNG formats (Commission, EPREL: generated labels).

Two duties follow from the registration number (Art. 14Implementing Regulation (EU) 2024/994, EPREL operational detailsArticle 14Click opens the article on EUR-Lex.):

  • The supplier gives the EPREL model registration number to its dealers, so that they can show the label, or its class and range, including in online selling.
  • The dealer makes sure the QR code is readable when the product is on display for sale.

Who may register, how a supplier is verified and what goes into the entry are in the EPREL guide. You need the supplier’s registration number to fetch the electronic label and the nested arrow from EPREL through its API, which the Commission describes as a route meant for online stores (Commission, Dealers).

The supplier provides the label and the sheet, and the dealer shows them

The Regulation splits the work in two.

Supplier and dealer Cooperate with the market surveillance authorities and remedy any non-compliance that is theirs Art. 6Regulation (EU) 2017/1369, Energy Labelling Regulation (consolidated text of 1 May 2021)Article 6Click opens the article on EUR-Lex., point (b)

A dealer is “a retailer or other natural or legal person who offers for sale, hire, or hire purchase, or displays products to customers or installers in the course of a commercial activity” (Art. 2(13)Regulation (EU) 2017/1369, Energy Labelling Regulation (consolidated text of 1 May 2021)Article 2, point 13Click opens the article on EUR-Lex.). The definition names no place of establishment, so a seller outside the EU that offers a labelled product to EU buyers falls under the same definition. A supplier that sells straight to buyers on its own website carries the dealer duties for those sales (recital 20 of Delegated Regulation (EU) 2023/2534Delegated Regulation (EU) 2023/2534, energy labelling of household tumble dryers (consolidated text of 24 November 2025)The whole regulationClick opens the law on the EU Publications Office.).

Advertisements have their own rule. The delegated acts give the class and the range an arrow in the colour of the class, with the letter in a font size at least equal to the price where a price is shown, and allow a monochrome arrow in a monochrome advertisement (Annex VII of Reg. 2019/2014). Telemarketing has to name the class and the range and say that the customer can see the label and the sheet on a free website or ask for a printed copy (Annex VII of Reg. 2019/2014). The Commission adds that the Court of Justice, in October 2023, read the older acts the same way: an advertisement needs the range as well as the class (Commission, Understanding the Energy Label).

An online listing shows the label and the product information sheet next to the price

The Regulation requires the dealer to display the label in a visible manner “including for online distance selling” (Art. 5(1)Regulation (EU) 2017/1369, Energy Labelling Regulation (consolidated text of 1 May 2021)Article 5, paragraph 1Click opens the article on EUR-Lex., point (a)), and distance selling includes the internet (Art. 2(15)Regulation (EU) 2017/1369, Energy Labelling Regulation (consolidated text of 1 May 2021)Article 2, point 15Click opens the article on EUR-Lex.). How the label appears is set by the delegated act of the group (Art. 16(3)Regulation (EU) 2017/1369, Energy Labelling Regulation (consolidated text of 1 May 2021)Article 16, paragraph 3Click opens the article on EUR-Lex., point (g)). For washing machines and washer-dryers, Annex VIII of Delegated Regulation (EU) 2019/2014Delegated Regulation (EU) 2019/2014, energy labelling of household washing machines and washer-dryers (consolidated text of 1 May 2021)The whole regulationClick opens the law on the EU Publications Office. says:

  1. Show the electronic label, which the supplier made available, on the display mechanism in proximity to the price, clearly visible and legible, in a size proportionate to the printed label. Or use a nested display.
  2. A nested display is an image that opens the label. The image is an arrow in the colour of the energy class of the product. The class letter is in white, in Calibri Bold, in a font size equivalent to that of the price. The range of available classes is in black. The arrow has a visible black border.
  3. The image shows next to the price and links to the label. The label opens on a mouse click, a mouse roll-over or a touch-screen expansion, in a pop-up, a new tab, a new page or an inset, and closes with a close option.
  4. If the label fails to display, the alternative text gives the energy classes in the font size of the price.
  5. Show the electronic product information sheet next to the price too. It can sit behind a nested display or behind a link that clearly and legibly reads “Product information sheet”.

The delegated acts for electronic displays, light sources, smartphones, slate tablets and tumble dryers carry the same mechanism in their own Annex VIII. The tumble dryer act adds that where no price is shown, the label and the sheet go in proximity to the name or the picture of the product (Annex VIII of Reg. 2023/2534). For the groups under older acts, Regulation (EU) No 518/2014 introduced the electronic label, the electronic sheet and the nested display in 2014 for, among others, dishwashers, fridges, washing machines, televisions, air conditioners, tumble dryers, lamps, space heaters and water heaters (Delegated Regulation (EU) No 518/2014). The acts for ovens (No 65/2014), ventilation units (No 1254/2014), local space heaters (2015/1186), solid fuel boilers (2015/1187) and professional storage cabinets (2015/1094) have an Annex VII of their own on distance selling through the internet, with the same rule: the label next to the price, in a nested display if you choose.

The Commission reads the duty widely (Commission, Dealers):

  • The label and the sheet belong on every page of the web store that shows the product, which includes the front page, list pages, the product page and the basket page.
  • They belong there whenever the product is shown, even if it cannot be added to the cart.
  • The font size of the class arrow equals the font size of the price.
  • Until a product group’s act is reviewed, economic operators should use a letter in an arrow alongside the range, as the newer acts do.

If your listing system cannot hold a label, a nested arrow and a link, the supplier’s EPREL registration number lets the store pull all three from EPREL.

A marketplace must enable the label and the sheet, and the Digital Services Act adds a general duty

The delegated acts give the platform a duty of its own. Where a hosting service provider allows the selling of the product through its website, it must enable the showing of the electronic label and the electronic product information sheet that the dealer provides, on the display mechanism, and inform the dealer of the obligation to display them. The duty is in:

The two newest acts, for tumble dryers and for smartphones and slate tablets, have no such article. Recital 20 of the tumble dryer act reaches the same result through the Digital Services Act: an online platform that lets consumers conclude distance contracts with traders must design its interface so that traders can give “the information concerning the labelling and marking” that Union product law requires, and for that act the energy label and the product information sheet are that information (Art. 31(2)Regulation (EU) 2022/2065, Digital Services ActArticle 31, paragraph 2Click opens the article on EUR-Lex., point (c)). Article 31(2)(c)Regulation (EU) 2022/2065, Digital Services ActArticle 31, paragraph 2, point (c)Click opens the article on EUR-Lex. applies to every platform of that kind that is not a micro or small enterprise (Art. 29Regulation (EU) 2022/2065, Digital Services ActArticle 29Click opens the article on EUR-Lex., paragraph 1), whatever the product. What a seller must put into a listing form is in Digital Services Act trader rules.

The older acts name Article 14 of the E-Commerce Directive. The Digital Services Act deleted that article and says references to it are to be read as references to its Article 6 (Art. 89Regulation (EU) 2022/2065, Digital Services ActArticle 89Click opens the article on EUR-Lex., paragraph 2). Under Article 6 a hosting provider keeps its liability exemption only if, once it knows of illegal content, it acts expeditiously to remove it or disable access (Art. 6Regulation (EU) 2022/2065, Digital Services ActArticle 6Click opens the article on EUR-Lex., paragraph 1, point (b)). The recital of the washing machine act applies that to a missing, incomplete or incorrect label or sheet: a platform that learns of one, for example from a market surveillance authority, should act expeditiously to remove the offer or disable access to it (recital 15 of Delegated Regulation (EU) 2019/2014Delegated Regulation (EU) 2019/2014, energy labelling of household washing machines and washer-dryers (consolidated text of 1 May 2021)The whole regulationClick opens the law on the EU Publications Office.).

The label and the sheet remain the dealer’s duty. The platform enables them; it is not responsible for the accuracy or the content of what the supplier provides (recital 15 of Delegated Regulation (EU) 2019/2014Delegated Regulation (EU) 2019/2014, energy labelling of household washing machines and washer-dryers (consolidated text of 1 May 2021)The whole regulationClick opens the law on the EU Publications Office.).

The tyre label is a separate Regulation, with its own classes and its own duties

Regulation (EU) 2020/740Regulation (EU) 2020/740, labelling of tyres with respect to fuel efficiency and other essential parametersThe whole regulationClick opens the law on the EU Publications Office. applies to C1, C2 and C3 tyres placed on the market, the classes of Article 8(1) of Regulation (EC) No 661/2009 (Art. 2Regulation (EU) 2020/740, labelling of tyres with respect to fuel efficiency and other essential parametersArticle 2Click opens the article on EUR-Lex., paragraph 1; Art. 3(1)Regulation (EU) 2020/740, labelling of tyres with respect to fuel efficiency and other essential parametersArticle 3, point 1Click opens the article on EUR-Lex.). It has applied since (Art. 18Regulation (EU) 2020/740, labelling of tyres with respect to fuel efficiency and other essential parametersArticle 18Click opens the article on EUR-Lex.). Its supplier is defined like the supplier of the Energy Labelling Regulation: a manufacturer based in the EU, an authorised representative based in the EU, or an importer (Art. 3(15)Regulation (EU) 2020/740, labelling of tyres with respect to fuel efficiency and other essential parametersArticle 3, point 15Click opens the article on EUR-Lex.).

What the label grades, from Annex I (Art. 9Regulation (EU) 2020/740, labelling of tyres with respect to fuel efficiency and other essential parametersArticle 9Click opens the article on EUR-Lex.):

  • Fuel efficiency, classes A to E from the rolling resistance coefficient.
  • Wet grip, classes A to E from the wet grip index.
  • External rolling noise, the measured value in dB(A) and one of three classes against the limit value.
  • Snow grip, a pictogram for a tyre that meets the minimum snow grip index values for severe snow conditions.
  • Ice grip, a pictogram for a tyre that meets the minimum ice grip index values.

The duties in short:

Hosting service provider Enable the display of the label and the sheet close to the price and inform the distributor Art. 8Regulation (EU) 2020/740, labelling of tyres with respect to fuel efficiency and other essential parametersArticle 8Click opens the article on EUR-Lex.

The Commission’s dealers page adds that a distributor must not supply a tyre that is not registered in EPREL or does not bear its label (Commission, Dealers). The tyre Regulation uses the word distributor where the Energy Labelling Regulation says dealer (Art. 3(16)Regulation (EU) 2020/740, labelling of tyres with respect to fuel efficiency and other essential parametersArticle 3, point 16Click opens the article on EUR-Lex.).

Penalties are set by each EU country, and an authority can order a product withdrawn

The Regulation sets no fine. EU countries lay down the penalties for infringements of it and of the delegated acts, and they must be effective, proportionate and dissuasive (Art. 7(4)Regulation (EU) 2017/1369, Energy Labelling Regulation (consolidated text of 1 May 2021)Article 7, paragraph 4Click opens the article on EUR-Lex.). The tyre Regulation says the same (Art. 11(5)Regulation (EU) 2020/740, labelling of tyres with respect to fuel efficiency and other essential parametersArticle 11, paragraph 5Click opens the article on EUR-Lex.). Three things come from the Regulation itself:

  • Corrective action, withdrawal or recall. Where an authority has sufficient reason to believe a product presents a risk to public interest protection and finds it does not comply, it requires the supplier, or where appropriate the dealer, to take corrective action, to withdraw the product or to recall it. If that does not happen, it can prohibit or restrict the product on its national market (Art. 9(1)Regulation (EU) 2017/1369, Energy Labelling Regulation (consolidated text of 1 May 2021)Article 9, paragraph 1Click opens the article on EUR-Lex., Art. 9(2)Regulation (EU) 2017/1369, Energy Labelling Regulation (consolidated text of 1 May 2021)Article 9, paragraph 2Click opens the article on EUR-Lex., Art. 9(5)Regulation (EU) 2017/1369, Energy Labelling Regulation (consolidated text of 1 May 2021)Article 9, paragraph 5Click opens the article on EUR-Lex.). The measures extend to all units of the model and of its equivalent models, except units the supplier shows to be compliant (Art. 10(5)Regulation (EU) 2017/1369, Energy Labelling Regulation (consolidated text of 1 May 2021)Article 10, paragraph 5Click opens the article on EUR-Lex.).
  • Costs. Where the product does not comply, the authority can recover the costs of document inspection and product testing from the supplier (Art. 8(5)Regulation (EU) 2017/1369, Energy Labelling Regulation (consolidated text of 1 May 2021)Article 8, paragraph 5Click opens the article on EUR-Lex.).
  • A duty to put it right. Supplier and dealer must remedy non-compliance that falls under their responsibility (Art. 6Regulation (EU) 2017/1369, Energy Labelling Regulation (consolidated text of 1 May 2021)Article 6Click opens the article on EUR-Lex., point (b)).

The fines are national. Germany sets a fine of up to EUR 50,000 for an administrative offence under its energy labelling act (§ 15(1) and (2) EnVKG). Its labelling ordinance lists, among the offences, a supplier who does not provide an electronic label or sheet and a dealer who does not show one (§ 8 Nos. 2 and 13 EnVKV). The Commission has a summary of the tyre penalties that the EU countries notified, as communicated up to 1 March 2023 (Commission, national measures for tyres):

Country Penalty in the summary
Germany A fine of up to EUR 50,000 for each of these: a tyre without its label or sheet, a distance sale with the label not close to the price, and an advertisement without the label
France An administrative fine of up to EUR 1 million for each product concerned
Cyprus An administrative fine of up to EUR 25,000, up to EUR 50,000 for a repeat, and up to EUR 1,000 a day while the infringement continues
Austria A penalty of up to EUR 5,000

Nothing in the Regulation says how much a missing online label costs in a given country. Where a country has no rule you can find, the authority’s powers under Article 9 are the consequence you can count on.

A pending proposal would change the printed label and the online display rules, and is not law

This section is a proposal, not law. On 24 June 2026 the Commission proposed to amend Regulation (EU) 2017/1369Regulation (EU) 2017/1369, Energy Labelling Regulation (consolidated text of 1 May 2021)The whole regulationClick opens the law on the EU Publications Office. and the tyre Regulation (COM(2026) 565). The proposal says it keeps the scope and the aim of disclosure and simplifies the rules for suppliers and dealers (Proposal COM(2026) 565). As proposed:

  • The printed label would no longer be the default for every unit. A delegated act would say how the label appears on the product, the packaging or in the documents, and the supplier would provide a link to the sheet data (proposed Article 3(1)).
  • The supplier would give the EPREL registration number, or the link or QR code, in the documents, in advertisements and in online distance selling (proposed Article 4(3a)).
  • The dealer would show the label in proximity to the price and on the product detail page, the search result pages and the shopping basket page. A nested display with the class arrow and the range would stay possible. The dealer would also include the label in an invitation to purchase (proposed Article 5(1)).
  • The rule that lets a dealer print the sheet from the database, Article 5(3), would be deleted.
  • On a rescaling, dealers could sell units placed on the market before the rescaling date with the non-rescaled label until 12 months after it (proposed Article 11(13)). Article 11(10), on greyed classes, would be deleted.

Until the proposal is adopted and published in the Official Journal, the rules in the sections above apply as written.

What the law leaves open

  • When the remaining groups move to A to G. The 2 August 2023 and 2 August 2026 dates in Article 11Regulation (EU) 2017/1369, Energy Labelling Regulation (consolidated text of 1 May 2021)Article 11Click opens the article on EUR-Lex. have passed without an act. For space heaters, water heaters and solid fuel boilers the Regulation sets 2 August 2030 as the latest date for the act (Art. 11(5)Regulation (EU) 2017/1369, Energy Labelling Regulation (consolidated text of 1 May 2021)Article 11, paragraph 5Click opens the article on EUR-Lex., point (a)). The exact date for each group sits in the delegated act that introduces its label, and none has been adopted. Until one is, the label of the older act is the one that binds.
  • The fine for a missing online label in your country. The Regulation leaves penalties to the EU countries. The German texts read cover supplier and dealer duties for labels and sheets, and the Commission’s summary read covers tyres only. No summary of national penalties for appliance listings was found.
  • The screen field for the label on a marketplace. The delegated acts say the platform enables the label on its display mechanism. They name no field, so what a platform offers you is the platform’s own design, within that duty.
